Pimpri Chinchwad New Town Development Authority

The Pimpri Chinchwad New Town Development Authority (PCNTDA) was established in 1972 and is responsible for developing city housing and industrial infrastructure in Pimpri Chinchwad town, located in the north of the Pune Metropolitan Region (PMR).

The PCNTDA was assigned the task of expanding 43 sq km with the help of Maharashtra’s government to shelter about 5 lakh people. The PCNTDA has developed 10.8 square kilometers of land into housing and industrial zones. In addition, the PCNTDA is used to provide municipal services and concrete infrastructure in such developed locations.

The Maharashtra government abolished the PCNTDA by utilizing Section 40(1B), Section 160, and Section 161 of the Maharashtra Regional and Town Planning Act, 1966, to exercise their powers. The Pune Metropolitan Region Development Authority (PMRDA) and the Pimpri Chinchwad Municipal Corporation have amalgamated (PCMC). 

The PMRDA and the PCMC were given responsibility for the PCNTDA’s commitments once it was disbanded. The PMRDA and the PCMC, according to the PCNTDA’s Land Disposal Policy, have the power to get better rent, all fees such as extra top class, and liabilities of the judiciary declare, as well as movement to be taken on the 12.5% land go back policy, at the houses that are respectively transferred to them. The departments listed below are underneath the PMRDA and the PCMC, respectively. PMRDA is the new name for PCNTDA. It encompasses the cities of Pune and Pimpri Chinchwad and is responsible for the Pune Metropolitan Region (PMR) rapid development.

The PCNTDA’s residences, money, and dues are vested in the PMRDA according to Section 161 of the Act above. The PCNTDA can transfer its offices, commercial buildings, residential structures, cash/deposits, and various investments to the PMRDA. Except for those designated to the PCMC, all residences can be moved to the PMRDA. Around 375 hectares of land can be given to PMRDA, while the exact amount will be determined once the process is completed. The announcement further stated that the PCNTDA might transfer the ‘Government Rest House’ site, which measures roughly 2.5 acres to three acres in Chinchwad, to the authorities for a small fee of Re one. This will be resolved immediately.

The Act has stated that the PMRDA’s metropolitan commissioner is authorized to take additional action in the merging of the PCNTDA and the PMRDA.

It’s worth noting that the Pune Metropolitan Region is one of India’s fastest-growing urban areas, having a well-developed auxiliary, automotive, educational, FMCG, and IT powerhouse. Within the Pune Metropolitan Region, about Rs 9,500 crores have been invested in infrastructure projects like water supply, sewerage, waste management, slum rehabilitation, housing for the economically weaker sections (EWS), highways, and mass rapid transport systems (MRTS). The PCNTDA-PMRDA merger is expected to give those infrastructure projects a new lease of life.
