Scope Of Single Window Green Clearance Portal PARIVESH

Finance Minister Nirmala Sitharaman, while announcing the Budget 2022-23, said that the single-window portal ‘Pro-Active Responsive facilitation by Interactive and Virtuous Environmental Single-window Hub’ (PARIVESH) was launched for giving a green nod to projects & it has been significantly instrumental & efficient in reducing the time required for clearances and stressed that its scope will be expanded to provide information to applicants.

What is PARIVESH?

The system has been designed, developed, and hosted by the Ministry of Environment, Forest, and Climate Change (MOEFCC), with technical support from National Informatics Centre (NIC). It is a single green window portal for Environment, Forest, Wildlife, and CRZ clearances. This Single-Window Integrated Environmental Management System has been designed to fulfill the motto of ‘Digital India’ initiated by the Prime Minister and capture the essence of Minimum Government and Maximum Governance promoting ease of doing business.

key features of this platform

PARIVESH is a workflow-based application based on web architecture. It has been released for online submission, monitoring, & management of proposals submitted by Project developers to the Environment Ministry and the State Environmental Impact Assessment Authorities (SEIAA).

It seeks to give various types of clearances related to  Environment, Forest, Wildlife, and Coastal Regulation Zone Clearances from Central, State, and district-level authorities. It provides single registration and single sign-on for all types of clearances, unique-ID for all clearances required for a particular project. Provides a single-window interface for the proponent to submit applications for getting all sorts of green clearances.

Significance of this platform

PARIVESH offers a framework to generate economic growth and strengthens Sustainable Development goals through e-Governance, thereby maintaining the much-needed balance between the two. With automatic highlighting of non-compliance by the system, this portal helps improve the overall performance and efficiency of the whole appraisal process.

 It further helps the processing authorities, as it has a Single Window System for Central, State, and District level clearances.

The facility of Geographic Information System (GIS) interface for the Appraisal Committee will help them analyze the proposal efficiently, automatic alerts through SMS and emails at critical stages to the concerned officers, committee members, and higher authorities to check the delays if any. It also enables project proponents and citizens to view, track, and interact with scrutiny officers. It generates online clearance letters, online mailers, and alerts to state functionaries in case of delays beyond the stipulated time for processing of applications.

The scope of this portal will now be expanded to provide information to the proponents. Based on the location of units, information about specific clearances will be provided. It will enable application for all four approvals through a single form and tracking the process through a Centralized Processing Centre.
